Buhari explains reason for delay in forming cabinet

President Muhammadu Buhari says the delay in forming his cabinet was due to the inadequacy of the handover notes he received from his predecessor, Goodluck Jonathan.

Buhari said this in Abuja on Monday at a conference on "Strengthening Nigeria's Transition Frameworks for Democratic Consolidation", organised by the National Democratic Institute (NDI).

The president, whose speech was delivered by Information Minister Lai Mohammed, said the handover notes he received from Jonathan did not disclose the information that would help his government.


He said that was why, upon assuming office, he had to take briefings from ministries, departments and agencies for almost two months even as he had to attend to other serious issues of governance.

Buhari stated: "The inadequacy of the handover notes contributed in no small measure to the delay in constituting my cabinet, as I needed to have a clear idea of what my administration was inheriting. Had a system been in place, real-time information would have been available to assist the incoming government to quickly settle down, form its cabinet and go about the business of governance".

He explained further: "In order to achieve its mandate, the transition committee which I constituted after our historic victory in the last election had hoped that the outgoing government's team will sit down with our committee to ensure an orderly handover of notes, exchange of views and clarifications. We expected comprehensive report on the state of the economy, the security situation, infrastructure development or deficit and social issues, among others, in an atmosphere devoid of bitterness, confrontation and conflict.
